How turn on the Accessibility API ?

I read this

Scan popup under Mac OS X realized via Accessibility API, it needs to turn it on in System Preferences ("Universal Access" -> "Enable access for assistive devices" for 10.6).
If Accessibility API is disabled, GD must show error message "Accessibility API is not enabled" in main window status bar when you try to turn on scanning.

but I don’t understand what does “API ” stand for? (abbreviation?)

and

I don’t have "Universal Access” in System Preferences!
where is "Universal Access” for turn on Accessibility API ?

What version of OS X are you running? What is the mac model and year that this error is happening on? Do you develop apps? The error looks like an accessibility app failed to interface correctly. Is there a specific app this is occurring with?

API stands for Application Programming Interface, i.e. API is the way for an application to interact with certain system/application/library/etc. Accessibility API is a legacy method used with older apps to help users interact with the app.

MacBook Pro ( Mid 2012)
OS X Yosemite (10.10)

I want enabel API for “GoldenDict dictionary “ application

Okay - go to System Preferences -> Security & Privacy. Select Privacy at the top of the box. On the left side select Accessibility.

Click on the gold colored lock in the bottom left corner. A popup box will ask for an administrator username and password. Input those and click on unlock.

If the app is listed simple select it by clicking the box in front of it - it should add a check mark.

If it is not there click on the "+" found under the list of apps. Add your app by going to the Applications folder and selecting it then make sure it has a check in the box by it's name.

That should do it.
