But you can click in the bar space above the bar to go up and below the bar to go down, kind of like the up/down carets that I've seen on some Windows applications.
The arrows at the end of the scroll bars were there until Snow Leopard and disappeared with Lion.
At that time one could actually set up the arrows to have a right/left or up/down arrow at each end of the scroll bar respectively or have both right & left and up & down on the same end.
They were very useful for Excel spread sheets for instance because one had more control and could move the in smaller increments than say the arrow keys on the keyboard or the mouse wheel.
But those arrows have been gone for a long time and they won't be back. Part of the effort to bring iOS an macOS together.
Although you can set scrollbars to always display, there is no longer an option to show the actual scrollbar arrows anymore. A workaround to get used to this is to use the keyboardup and down arrow keys instead:
Click into the window or region of an app or webpage you want to scroll in
Hit the Up ⬆ or Down ⬇ arrows on the keyboard, one press is roughly equivalent to a single click on a scrollbar arrow button
It’s not a perfect solution, but for Lion users who haven’t yet become accustomed to using a scrollwheel or trackpad with gestures almost exclusively, the arrow keys serve as a tolerable workaround.
