How to add a picture to the outside cover of a file folder

Hello, I am using Catalina, and I have added photos to my folder file covers in the past. Now that I have upgraded, when I attempt to add a cover image, i get jpg or png image instead of the picture.
I went to directions, but they don't work either.

Any assistance would be helpful.

My understanding is that this was a problem with OS 10.15.0, but that it was fixed with OS 10.15.1 and later. So try using the combo updater to update Catalina to the latest version and see if that helps.

Could it be a part of the security features? Maybe in System Preferences > Privacy & Security?
