You can not use Toast to make an OS X boot CD. You can only use Toast to create an OS 9 boot CD. There is an application that you can use to make a OS X boot CD, but I don't recall the name of it at this time :(

Toast 5 will make an OS 9x boot CD; neither Toast 5 nor 6 will make OS X boot disks. For an OS X boot disk try BootCD (free) at www.charlessoft.com.

bootCD was the application I was thinking of. I was able to create a 10.2.3 bootable CDROM. The only problem I had with the boot CDROm is it took a long time to boot up.
