My user name explains. I am PC/Android and comfortable with my choice. But an extended family of Apple fans has led me to accept a cracked screen iPad mini so I can access Family Share albums. But it the folder is not at least a month behind. I cannot make it update. Is there a way to force updates?

I assume the folder is a one on iCloud Drive, in which case any changes to the content should sync across all connected devices automatically, you don't have to do anything about. The inverse of that you can't force anything either. If things aren't sync'ing like they should, you should sign out of iCloud on that device and sign in again to see if it will update itself.
