External HDD power usb cord?

MBP 13" C2D 2.26 2G RAM 500GB HDD, iPod touch 64GB
Why did my hard drive enclosure come with a second USB which is for the dc jack. It still works fine without the second USB (DC/ 5V) plugged in. Do I need to also plug in for the power when its already plugged in through the mini-usb?
