embedded hyperlinks in pdf do not work

I am using Mountain Lion on this MacbookAir, and my browser is Safari.

I have visited a web-page that contains a link to a pdf-file. When I steer the mouse-pointer over the link, the pointing-hand image does not appear, and clicking the link has no effect.

However, if I steer the pointer a little below and clear of the link, the image does appear, but flickering so fast that one cannot click to open the link.

The website-manager who has provided the link insists that he can open the link with Safari, provided that plug-ins are enabled.

They are enabled on this computer, too. When I go to MacintoshHD/Library/Internet Plug-ins, I see:

If I go to Safari/Help/Installed plug-ins, and scroll down to the very bottom of the list, I find WebKit Built-in PDF: application/pdf.

Can any kind person tell me how to sort this out ?

Yes, I have tried Internet Explorer, and downloaded the file without difficulty.

Can you open pdf's on other web pages?

Certainly, I have never before encountered this difficulty.

I have been searching for information about this particular difficulty by entering "safari cant detect hyperlink to pdf file." Some of the experts that have been answering posts about this have suggested deleting certain plug-ins, but equally I notice that some of the people that have appealed for help have tried that, and say that it does not work.

That is why I have come here, and thank you for coming to my assistance.

If the web site where the link is located does not require a password - the link is already available to everyone on the web whether he gives permission or not.

And trying it in IE in Windows is not the same as trying another browser in Mountain Lion.

The only plugin I see there that I have no clue what it is - ebldetect.bundle.

edit:

To find it if it is any particular plug-in issue - quit Safari - move all the plug-ins to a temp folder - launch Safari and try it.
If it still doesn't work, it's not a plug-in. If it does, move them back one at a time to find out which one it is.

I have installed Opera, and Opera does not even get the flickering pointing-hand when I move the mouse-pointer below and just clear of the link. I shall now test the plug-ins.

That is not a web page, it's a pdf document with embedded hyperlinks.

Looks like Preview will not work with that particular document.

Download the Adobe Reader from here.
Then save that file to your drive instead of opening it in the browser.
Once you have the file downloaded, right click on the file and select Open with Adobe Reader.
The embedded links will work there, although, it's still off center.

Pretty sure that's the first pdf I've seen in 6+ yrs on a Mac that would not work properly in Preview.
However, I have heard there are some pdfs that require Adobe's Reader.
I would guess that has to do with how the pdf was created.

Go to the Texas.gov site and download some of their PDFs (state forms). Can only view them with Adobe Reader. I found that out the hard way when I was trying to fill in some on line forms to renew our business name.

Think I might have done that - figured they just weren't blank line fillable and ended up printing them out to fill them in and then faxed them.

Went ahead and removed the file - figure you didn't want everyone having access to your tickets - also gave the thread a new title, hopefully make it easier for others to find if they're having a similar issue.
