What Crucial says will work will for sure work. That is obviously not a Server or Workstation HP as most use ECC. I made an HP Workstation into a gaming machine recently and it's all ECC. In your case you do NOT want ECC. That will save you a lot of $$$!

As to voltage - the memory will draw what it needs. As long as you do not exceed what the slot will provide - in this case 1.5V - all is good. Most manufacturers will list in the specs what they used to build the system but not necessarily all the possible combinations that will work.

HP, like Apple will not update their machines specs as newer memory modules become available. Crucial is only going to list their current versions available and not older styles they no longer have in stock, but the newer modules will work. I just purchased a 16GB (2x8GB) DDR3L for my 2011 MBP and is working fine.
