deleting from Cloud

If I erase a picture from on my iPhone, does it automatically get erased from the Cloud

Mac Mini i5 (2014 High Sierra), iPhone X, Apple Watch, iPad Pro 12.9, AppleTV (4)
Assuming you mean iCloud rather than one of many other 'cloud' products.

If you erase pictures from your iCloud Photostream they will be removed from iCloud and all other iOS devices logged in with that particular iCloud account.

On the same subject, I have iCloud with Macbook Air, iPhoto and iPad. Does that mean I have just one iCloud account? Or three?
Also if I delete a picture from iPhotos on the Macbook's iCloud, I assume it means the same picture will be deleted on all three devices.
But if the other two devices were first disabled from iCloud, will the pictures then be deleted on them as soon as they are re-enabled to iCloud?
I find this a bit puzzling.
