I would say 99% of users would want to be back where they were before whatever problem forced them to do a restore in the first place. Will there be someone, somewhere who really, really wants XYZ version that they never had before? Sure, maybe, and for that user the process to get the particular version is a bit more tricky, but it can be done. You just have to search for where Apple keeps the installer. They are there.
