do I need to do an inplace upgrade after its done ?

also I have the installer for high Sierra on my home server how do I make a bootable USB installer for that ?

The recovery console for a particular version of macOS will only re-install that version of OS again, it will not upgrade.

If you wish to upgrade, you need to do so by downloading the installer for the newer version of macOS from the App Store and running it. The recovery console will also be updated.

If you already have the installer of High Sierra, then us Diskmaker X to create a bootable USB drive with it and use it with your MBA.
