Trying to get an app to open with Rosetta. I close the app, select "Get Info", but there is no "open with" option.
Thoughts?

What is the app? If it is Universal, then there would be no need to open it with Rosetta.

Rosetta isn't an application, it's an emulation layer built into Tiger. So you can't choose to run specific files or applications with Rosetta, OS X handles that automatically. So if you have a PPC application, OS X will use the Rosetta emulation to open it. If it's Intel or Universal, then Rosetta isn't used.

May I ask which application you're trying to run?
