Cant find the server

I can access it from my VPN in Melbourne, Australia but I notice that the site URL does not come up in red text on carel's post. That's a bit odd isn't it? Franklin County Treasurer - Home

Despite everything, with the VPN I was able to enter the site and pay my debt.

Which means your normal IP address is being blocked somehow. You need to look at your setup (firewall, security settings, etc.) to see what's blocking you.

Would changing one's DNS settings be an appropriate possible fix in this situation???

The blocking could be on their end. Coming from out of the country could be they are blocking one of the servers used to route your request. When you changed to a VPN the routing avoided the blocked server. I had this issue with our email provider at work. Some of the routing servers were being blocked. There are companies that provide blocking service to sites from known infected and/or spam servers. The only way to solve it was to go around it - which you did using a VPN.

BTW: Franklin County, Ohio is just down the road from me!

I said supposedly because I haven't had the problem since updating yesterday and Apple informed me it was fixed but stuff happens.
