Can I legally sell LPX to someone else?

Who do I contact to transfer the license from me to buyer if allowed?

You would have to carefully read the Apple EULA that's included with your copy of Logic Pro X or you can call Apple customer service and ask. My guess is if you transfer everything over to the new owner (license, disk, etc) it would be legal, however, you should contact Apple to make sure.
