It looks like BBC iPlayer has a Offline mode, which leads me to believe that you could download programs within the iPlayer App. You would have a week or so to watch them before they become unwatchable.

No, you can't, but you can download programmes from the BBC website using their special iPlayer download programme, which is called BBC iPlayer Downloads. Once you download the shows of your choice, you have a month to watch them. After that, the files automatically delete themselves.
