I reacently bought a powerbook G4 and i wanted to install 10.5 on it so i wondered if i could borrow my friends install disks to do this

Nope. Would be a violation of Apple's EULA (End User License Agreement). And if your friend's disks were gray/silver...they wouldn't work anyway.

is 10.5 the newest and best or is there something better.

10.5 (Leopard) was the last version of Mac OS X to support the older PowerPC (non-Intel) machines. And be aware that depending on the particulars of your machine, it may not support 10.5.
