Browser Cursor Defaults to Search Box

Apologies if this is covered elsewhere. I searched and couldn't find an answer.

I'm finding that when a page loads in Firefox and Safari the cursor defaults to the search box on the page. I'd prefer it to default to inside the page so I can immediately scroll through the page with the arrow keys without first having to click outside the search box with the mouse.

Does anyone know where I can change these settings?

Are you saying that the mouse moves when a page is loaded?

Well, not the mouse pointer, but the cursor.

On this forum it actually works the way I want it to. I came to this page, pushed the down arrow and it scrolled through the page. But on other pages, like google, the cursor defaults to a search box.

It happens in both Firefox and Safari, and I never experienced this on my PC.
