Apple Pencil pairing lost on iPad power cycle?

MBP 14", M2 Pro, 32GB RAM
Apple Pencil Gen 1 and iPad 10. Whenever the iPad is power cycled, the pencil pairing is lost and must be physically re-connected before iPad recognizes it again. Thought since it uses Bluetooth it would act like any other device and connect itself automatically.

What is power cycled? How often is it done? Do you restart the iPad after you pair the Pencil 1 to the iPad?

Whenever it is turned off. Not done very often. Just not how I would expect a Bluetooth device to behave.
