I still think that CL has that Modem/router throttled either the way it is set up or down in the basement where the whole building is wired. I have been throttled at the CL hub in town. I had 10 Mbps and they lowered it to 8 Mbps with some lame excuse that I could not get 10 out were I lived. Trouble is I had 10 working for years before they changed it.
