Accidentily deleted system preferences

Hello all. . .

Did a stupid thing and accidentily deleted my system preferences. How can I get them back? If I reinstall osx will I lose all of my programs and their data that were not part of the osx installation?

Please help.

Is your system acting oddly, because some system preferences you can delete, which will then be recreated?
