3rd party apps on SE unable to access internet after installing 13.1

Mac mini Server 4,1 (2.66GHz Core2Duo CPU, 16GB RAM, 120GB SSD, 500GB HD), iPhone SE 2nd gen (128GB)
Google, Twitter, YouTube, Spotify, etc. all show no network access after installing the update; but Safari, the App Store, etc. all connect fine. Oddly, the Speedtest.net app still works, and some apps still show notifications, even though they don't load content.

Any idea what's up? This doesn't seem to be a widespread issue & restarting hasn't helped. Will I just have to wait for 13.1.1 or 13.2 and hope that fixes it? Or would a factory reset clear the bugs?

How did you restart?

What iDevice are you using?

Beyond what Bob said, this is on cellular or WiFi or both? Have to done a hard reset (hold power and home button until the phone restarts) to see what changes?

I've got a 64GB iPhone SE, I only tried a regular restart (after the update had finished seemingly normally).

WiFi and cellular. I'll try a hard restart & see if that fixes it.
