32-bit vs 64-bit development

With the release of Catalina, I am working to get rid of my 32-bit applications. I have one critical application that is in 32-bit and the developer has indicated that a 64-bit version will not be available for at least several months. The application is only about five years old so 64-bit tools have been available to him. Can anyone tell me why a developer would create a 32-bit application when Apple has been telling developers about 64-bit for years.

If the application is being developed by a single developer and they aren't making any money on it, it's hardly worth their time to update things. Nothing we can do about forcing the developers hand and we have nothing to really discuss here, so closing this thread down.
