2160 video and audio choppy on mini 2018

Mac Mini 2018; Sequoia 15.4.1; 3.6 GHz Quad-Core Intel Core i3; Intel UHD Graphics 630 1536 MB; 8 GB 2667 MHz DDR
Monitor Sony Bravia default res 1080, but higher options are ava, including 2160.
Many downloaded 2160 videos (all ?) when played back on any media player, eg Movist, VLC, QuickTime, etc display choppiness in both audio and video. It is like there is a quarter second pause, very regular, every few seconds in both the audio and the video. Questionably no frames are lost, the sound is not distorted, but the sound does pause and restart with the video. Playback for lower resolutions is fine, incl 1440, 1080, 720, both audio and video. Changing the resolution of the monitor to 2160 doesn’t help.
Am I asking too much of the mini, its graphics card, the processor, the ram? Is a more likely cause a corrupted download?
The behavior is the same whether I play across my home network or from the mini’s internal drive.
Any advice appreciated.

FWIW, I get exactly the same thing (a very slight lag every few seconds, but only in video not audio) - but only in my Parallels VM, and VMs can't use the host graphics card but use RAM instead. I don't know if that helps to narrow your issue?.

Thanks, but I don't use Parallels or any VM. In fact my mac Mini is pretty stripped down and mostly used as an entertainment conduit. I guess I am wondering if my graphics card or my 8gb of RAM is just not enough to handle 2160? And if there's anything I can do to address it.

Use 1080 instead? At least as a comparison. That will narrow down the possibilities. Especially if 1080 works fine.

1080 and 1440 work fine, 2160 is the problem...again that's why I'm wondering if my machine's hardware just can't handle 2160.
I am assuming 2160 require more compute than what I have? But, i have no idea if my assumption is correct.

Well, since neither the graphics card, nor the ram can be changed/upgraded, what is the solution you want to hear?

2160 is definitely more than the 1536 video ram can handle.

Yes, that's what I was getting at when I said VMs don't use the host graphics - i.e., it could well be a graphics card issue.

OT, but I saw something yesterday how to upgrade the RAM. This is not an M1 mini. Not so the graphics card though, and it probably is not cost effective to do either RAM or GPU.
