I'm currently using a 2011 Mac Mini with 8gb ram. I have an opportunity to get a Mac Pro with dual 2.8GHz quad-core and 18 gigabytes of memory with 5.8 terabytes of internal hard drive storage. Will I see a speed improvement or loss? I use it for surfing the net, playing some games and occasional video editing.

Opinions?

Yes you will see a marked improvement with the 2008 Mac Pro. You don't give the full specs of the mini - it could be an i7 dual core. But an i7 will not begin to compete with 2 - 2.8 quad core xeon processors.

For surfing the net you might not notice much change but if you edit any video you will see a difference and playing games will show a huge difference due to the expanded processor, memory, and video graphics capacity.

If you want a powerhouse, the 2008 will smoke the mini - no contest.

As Lisa says the Mac Pro. And for editing upgraded to an ATI Radeon 5770/5870 graphics card and 16GB of memory it will smoke!
