I can sort of understand why not on a PAYG plan. Those can be ephemeral, as folks like me use them for travel. I don't keep much on the account until just before I travel, so it sits idle with a 0 balance most months. I do dump in one month's fee every 6 months or so, activate it just to tickle the system, get the "out of area" warning and then deactivate it. Maybe unnecessary to do that, but at least I can verify that the SIM is still in the EE system and the phone number is still mine.
