I am on an iMac using OS 10.14.2 and using Safari as a browser. When I select a new site from an existing one the page I want shows app but is immediately overlaid with a pic with the same info of the page I want, but the overlay doesn't allow me the options on the page that I want. How do I stop these overlays from happening?

I'm slightly confused by your description, but get a popup blocker, like Ghostery Lite or AdBlock+ and see if that helps. You can find both at the Mac App Store (Click the  in the upper left corner, then App Store).

Without knowing the page in question it is hard to know?

Jake; I have ghostly lite installed, but it doesn't stop the overlay. I can't get a picture of the problem because the overlay happens too fast. I will get a pic of the overlay.

Ah, that's not an overlay, it's a text only display that you have selected. See the little grey box with four lines in it just to the left of the URL? That is the toggle on/off for text only. Click it once and it will toggle off, going back to the full page, with all the ads, sidebars, extraneous junk visible.
