dragging pictures to desktop

I am using iMac (mid 2011) with El Capitan 10.11.3, Photo 1.3, iMovie 10.1.1

I made a movie on iMovie and during the process was able to drag photos and movie clips from photo to my desktop and directly to iMovie.
Since I have finished the movie I can no longer drag a picture from photo to anything, desktop, folder, et.

I have force quit photo and that didn't help.
I have rebooted the computer and that didn't help
I have checked to make sure no folders are locked (don't know how to do that so don't know how they could get locked) Folders are NOT locked.

So what can I do to get back to being able to drag pictures from photos?

Add:
Just to add to my dilemma. I am not trying to drag multiple pictures, just one or two every now and then as needed. I have finished my iMovie project so I don't think it is related to that.

When I try to drag the picture it just snaps back to photo.

Not sure of a solution, as I made a movie in iMovie and I can still drag to desktop, but have you tried to actually Export the image from Photo's ?

Maybe Reapir Disk Permissions by Downloading Oynx for your OS and then run it, restart and see if that make a difference.

EDIT: PS Download the 10.11.4 Combo Update from Apple and install it, as I see you are only on 10.11.3 at the moment. If you don't get any joy, then try the Oynx route

MBP Retina mid 2015 15.4" 16GB 2.5 GHz OS Monterey; iPhone 12 128gb; iPad Mini 5, 64gb
At first, in both Yosemite and El Capitan, I had problems dragging photos but this has been resolved with the subsequent updates. El Cap is now on 10.11.4 and Photos is 1.5 so updating may solve your issues.
