Some Music Won't Transfer to iPod

I have over 1600 songs on my I Tunes library. I have tried to download them to my I Pod 16GB, but can only get 180 songs on it. I have followed the download instructions numerous times but can only get 180. I have tried this on 2 different I Pods, both 16GB. I have ask this question before but I am a computer novice. I am hoping someone can help me in novice terms.
