It may not be the only way to solve issues like this, but when I get something like it, I delete the app and re-download it.

I have an older iPad 3 and the forum displays fine with Safari. I do get a split screen though which I don't particularly like but that didn't show up until iOS 9 was installed. Other than that, there is no overlapping. You might want to try the Mac-Forums app which is built for the iPhone and iPad. I use the Mac-Forums app when I'm out and about with my iPhone. (It's a free app.)
