"mac OS wants to make changes" constantly popping up for regular users

We have a couple of Mac in our work environment (Windows AD setup). We seem to have a problem with one specific mac; when a regular user with no elevated permissions logs in they will ALWAYS get a popup asking for admin credential regardless of how many times it has been entered previously. This doesn't happen when a adm account (both local and a admin domain account) logs in

Now figuring out this was most likely a permissions based problem i tried looking through the MacOS logs on the console but i couldn't find anything that jumped out at me (I'm not a Mac guy; i administer Windows predominately). I tried rebuilding the Mac which seemed to work initially but the popup keeps coming back

I can't seem to track down what in the OS is requiring permissions/giving that error

It's running High Sierra with the most recent security updates installed. The iMac however is from 2012 and well beyond warranty date

I'm stuck as to where to now look

What specific action is it asking permission to do? I believe starting in Mojave, macOS now requires apps to ask for permission to access parts of the OS and you can allow or deny it.
