Using a Mac Mini with OS 10.11.6 software as a File Sharing drive. Person 'A' can create a file on it from their own computer as a Read and Write. Person 'B' cannot make any changes to it.
They then go onto the File Sharing computer and change the permissions to Everybody Read and Write.
Person B can now make changes. Then Person A goes back into the file and cannot make changes.
They then go back onto the File Sharing computer and the permissions have been changed. They change the permissions back to Read and Write for Everybody.
Now person A can make changes, but then person B cannot unless they go to the File Sharing computer and changes the permissions again.

That's not exactly what I meant - did you read how to use a "shared folder?"
And do you have accounts for each/all users on the sharing Mac?

In past anyone could create a folder on the shared file computer and anyone could access it. But that was with an older OS.
