so. if you were, say, born on the east coast of the us, then moved to the midwest in the central time zone, would your birthday technically begin at 11:00pm the previous day? or do you have to wait until midnight to begin partying?

You can pretty much start partying at any time you want. Start a week beforehand if you like. ;) But, if you want to worry about times zones, just worry about the exact birth time and ajust for time zones accordingly, no ambiguity that way.
