Xcode and iOS development requires an Intel-based Mac.

Can't do it Harry. Developing apps for the the Mac or iOS requires a intel-based Mac to run XCode. The only exception to this is using Microsoft's hacked version of the Cocoa/Cocoa Touch framework through Visual Studio that allows you to develop an app there, but that experience is atrocious and will always be out of date since Apple isn't working on it.
