LOL, Apple makes this sound like it's an advantage to developers. I don't believe it is since developers are now able to sell their apps twice. A good example of this is with Apps such as 1Password and many others which charge again for the iOS version in addition to the macOS version.

And since developers are still doing as much work developing an app both for macOS and iOS, it's certainly not going to save them anything.

But what it means to you and I is that prices are going to go up for those apps which are both macOS and iOS capable. :sd
