Green discharge on macbook pro charger cable?

There's a small cut on my macbook pro charger cable and there's dark green fluid coming out of the cut. does anyone know what it is?

Oxidation of copper conductors would be my guess though why it's in fluid form I don't know. That would seem to indicate exposure to moisture or liquid.
My advice would be to replace it of course.

Just out of interest, was the charger a MagSafe, MagSafe 2 or USB-C, and if USB-C, was it an Apple or third party cable?

I have cut through cables on MagSafe and MagSafe 2 in the past, making up a good charger from one with blown electronics and with a defective connector, never seen anything as the OP described.
