I'm surprised, quite frankly, that Apple persists with its proprietary constraints in respect of DVD Player region limitations.
Do you think M$ doesn't do the same thing?

Region settings are the same in Windows and Linux, nothing different there. It's simply another anti-piracy thing to prevent the pirating of commercial DVDs. Although nowadays there are work arounds that are available to copy a commercial DVD for your own archival purposes. The region settings were implemented primarily to prevent US commercial DVDs being played outside of the US and Canada and duplicated. The duplicates were then sold on local markets.

I had purchased an LG DVD slim drive. I had issues with playback that the disk wasn't permitted. The app encouraged me to set a DVD region, but every time I attempted to set it, it kept saying "not permitted."

Solution for me was to use the LG DVD slim drive once on a Windows PC, and in Device Manager properties for the USB DVD drive, set the region (which was not set) in there one time to the desired region. Then it worked henceforth on my Mac. Hope this helps someone.
