APFS or Mac OS Extended ( Journaled ) for High Sierra ?.

(iMac (21.5-inch, 2017)
Using OS High Sierra I have been told to keep using Mac OS Extended ( Journaled ) when formatting a Flash Drive or Ext Hard Drive then I was told by a different person I should use APFS which he said had taken over from Mac OS Extended ( Journaled ). Can any of you guys tell me which is the correct format to use for OS High Sierra.

For a USB flash drive, you should only use ExFat on it so that you can use that drive in lots of places. For an external drive, for spinning drives, you want to stick with Mac OS Extended and if a SSD, then you go with APFS.
