home apps verses hd apps

i see i have an applications folder in my home folder but it doesn't contain anything. all my programs are in my hard drive applications folder. whay is that. my library folder in home is full but not the apps.

The Library and Applications folders at the root of your hard drive are settings and applications that are available to all Users Accounts on your computer.

Any Library or Application folders in your User folder only apply to that particular User
