A number of websites fail to open when I visit them. I have been advised that the cache on my 2019 MacBook Pro needs to be emptied to improve the efficiency of the computer. When I went into Go/library/cache I found at least 60 folders with cache in their name and in each folder there would be a small number of files or in some folders no files at all. Should I delete the contents of all these folders? What about the empty folders? Do I leave them empty?

Sorry, but that is ridiculous advice.
A few files in a cache folder somewhere won't improve the "efficiency" of the Mac - I don't even know what is meant by "efficiency of a computer"

If you want to clear out the cache to see if that makes any difference in opening the website, clear out the cache of the browser you are using.
Or try a different browser.
Some website a coded so poorly that some browsers are not able to recover and render the webpage.

BTW - which browser are you using?

Actually, cleaning out the cache can improve performance, particularly if the cache has some data in it that is bogus or out of date. The best way to clean cache is to get OnyX or Maintenance from Titanium Software | Operating system utilities for Mac - Home. Get the proper version for your version of the OS. If you get OnyX, run the Maintenance routine with the default settings. If you get Maintenance, just run it with the defaults. The developer is very Mac-savvy and has set the defaults for the 99% case.

You can run OnyX/Maintenance about once each quarter to clean up things that can slowly degrade performance. More frequently is not needed.

They were probably referring to your browser cache? That it needs to be emptied or cleared.
