this hasn't happened in quite some time but this am...whilst trying to enter my PW to macforums...a pop up screen
said: safari wants to use the "local items" keychain and required a PW.

I never use keychain for passwords. so why do I get this every now and then.
I keep clicking cancel but cannot get past it.

I eventually entered the password I use to login to my Mac..that was accepted.

why is this happening??

Because Safari uses your keychain to store passwords and so does your Mac. Your admin password and many others are stored there so be careful with your keychain.

Even though you say, "I never use keychain for passwords," you really are because that's how Keychain works.
