Problems updating security update 003 for macOs 13.6

I have been trying to install this update, so far without success. It may have something to do with the fact that I upgraded to Mojave. Because it was incompatible with my version of VirtualBox and the latest version of VB disables the MacMouse I restored 13.6 from CCC.

I found the Install Mojave was still sitting in Applications but I deleted it and emptied the Trash. Although the system appeared to install the Security update, when I checked for updates it was still asking me to install it.

Have you restarted your Mac?

Also, you can try the combo update, https://support.apple.com/kb/DL1970?locale=en_US, which may fix the issue?

Thanks. It was restarted as part of the update process. The Combo update dates back to July and, I'm sure I had updated everything until November.
