High Sierra 10.13.6. (iMac 2010) Can not connect to local networks. File Sharing is setup for all privileges . Firewall is off. It seems like after the last one or the last two security upgrade could not connect to local computer. Any ideas why?

What does
Can not connect to local networks.
mean? Are you getting an IP from the DHCP server at all? Ethernet or WiFI? Any messages from the OS? Can you get to the internet? What has File Sharing got to do with connecting to the local network? We need a lot more information before we can even begin to make any suggestions.

Meaning I have always been able to share files with a second home iMac by having file sharing activated and set privileges to Read and Write.

• I have tried WiFi and Ethernet connections with either computer.

• When going to Finder > Go > Browse, second computer shows > connect as > insert password > connect > access denied in Registered or Guest mode.

• Yes I get the right IP from the DHCP and I have good internet connection from both computers.

• Router has been reset few times.

What devices and OS versions are being used, the more information you can provide, will make this go faster?

So, from what you describe, you ARE connected to the local network, but just can't see the shared devices. In addition to what Bob asked, can you tell us what you have tried already so that we don't repeat?
