PSF = Print Shop File format. He may be able to convert the files, but without the latest version of Print Shop for the Mac it's doubtful. Also, Print Shop is no longer developed by Broderbund and is now owned by "Mac Kiev". The RoaringApps compatibility table shows that there is no data on whether it will work with Mojave or even some earlier versions of macOS.
Probably best to give up on this one unless those files are really needed.
