Can Sd and Micro SD Cards formatted on a PC be recognized on a Mac?

As long as they are formatted as FAT, FAT32 or exFAT.

For any external media that is going to be shared with different machines, you should only use these types. Ideally, you want to go with exFAT since it gets past all the limitations of FAT and FAT32 and is supported across all OS'.

...and if there is a simple java program on that card produced on a pc?

Mac will also read NTFS formatted disks, but can not write to them.

Does the card appear in finder?

I am Mac illiterate. I need help with a project that makes a simple questionnaire answerable and savable (converted to .html and .txt) to a micro-sd card on both PC and Mac. The .html and text file must then be READABLE on nearly/any device through a 5-in 1 adapter. I know the PC issues, but not the MAC issues.
FAT formatting is not a problem.

That may be a challenge. Programs written for a PC will NOT run on a Mac. Whatever is doing the conversion is likely to be unable to run on the Mac. The html and txt produced SHOULD be acceptable to any system, but the conversion will be the challenge. Why not make a Mac version and a PC version and distribute the cards that way?

Yes, go ahead. Not sure how much help I can be, though, so it may be better just to have the discussion here where others can chime in. I'm not a Mac programmer beyond simple stuff.
