MacOS Mojave on iMac and iOS 12 on iPhone. I keep getting this pop up. "Your message could not be sent". Tried tuning iMessage account on and off. How to I stop it? And what does "Go to Chat" mean?

Are yo actually trying to send a message to someone?

What do you mean by "Tried tuning iMessage account on and off."?

Did you do that on both devices? At the same time?

What options, have you tried? Results?

Every time I open the iMessage app on either the Mac or iPhone the error msg pops up.

iMessage > Preferences > iMessage tab > Enable this account > un check that (this is what I mean by "turning on and off"

Tried disabling and enabling at different times on different devices.

Have you tried the "Sign Out" option?

Well, you didn't say it, so I have to ask: Did you try clicking "Resend Message"?

All of my Messages were sent. They all went through, were received, and I received replies to them. And, yes, I clicked on Resend Message. No fix. Someone responded, and I've also read this on web sites > "keep clicking on the "Ignore" button. Eventually the error message pop up will stop". Well, that seems like a sad situation for Apple, that there is no fix for this and just cross your fingers and it may go away some day.

I have the same problem occasionally on my iphone. It seemed to start with iOS 12 and it only happens if I am texting someone with an android phone. They get the message every time so I ignore it. I have worked through all the suggestions and nothing seems to stop it from happening so I ignore it now.

Interesting. I'm not getting this error consistently when texting to Android users. I've had that message only once or twice and it might well have been some kind of network errors when it happened. My results may not be a good indicator though since I don't send a lot of texts.

I very rarely text to an Android user but it usually works although it can be difficult to determine whether or not they received it. Texting to another iOS or macOS user shows up in blue and the time received. Texting to an Android will show up in green but usually no time of receipt. If Apple would only expand SMS iMessage for the Android system it would make things easier.

However, there are other apps you can use like "WhatsApp Messenger" which supposedly works with all devices.

iMessage finally does sync through the iCloud. That is, if you delete a Message on your phone it is then also deleted from your Mac. Saves a lot of time deleting the same Message on many different devices. For me that is 4. But you have to check the box "Sync with iCloud" in Preferences. AND, to be able to use this feature you MUST use Two-factor Authentication. I think 2FA is a bit of a nuisance. Although I clearly understand the security necessity.

That's a good point Barry. Those of us who do not use 2FA (like myself) will just have to get used to having to edit or delete iMessages on all your devices. I suppose Apple has their reasons for not allowing iCloud syncing of iMessages without 2FA, but it does cause a bit of inconvenience for non 2FA users.
