We have had purchased Office 2011 Suite some time ago and are looking to upgrade just Outlook. Is that even possible or will I need to upgrade the entire Office suite? We were hoping to use a Microsoft SPLA license to upgrade Outlook to 2019 for Mac.

Microsoft no longer breaks out the individual Office applications for sale separately.
You can find them being sold separately on the Web by non-recognizable vendors if you do a search, but they aren't being sold that way legally, and you might have problems with Microsoft's copy protection as a result.Randy B. Singer

Randy is correct. You would have to purchase the entire Mac Office 2019 suite in order to update your copy of Outlook to the latest. Since Office 2019 has just been made available to the public for purchase, price is set by Microsoft. After awhile, third party legal retailers such as Amazon, NewEgg, and several others will likely offer it discounted from the MS price.
