buying iphone with registered IMEI. Is it a risk?

Is there anything wrong in buying an iphone on ebay with registered IMEI?
I read that the previous owner can claim that it's been lost/stolen and the iphone could be blocked. Do you think it's a big risk? What if i prove that it's been bought from ebay?

At the same time, other second hand phones might be sold on ebay, and the previous owner registered the IMEI and we don't know it, because they didn't mention it in the listing.

I would stay away from buying any iPhone that the IMEI has not been cleared. I can't speak for what goes on with providers there in the UK, but here in the US if an IMEI is not clear there is no way you can use the phone. A registered IMEI can mean the phone was stolen or that it is still held (not paid for) by the carrier.

Also, buying an iPhone off eBay is a gamble. My advice, don't do it. Visit the Apple on line refurbished store where Apple sells refurbished iPhones. They are like new and fully warranted by Apple. Each refurbished Apple iPhone has a new battery and a new outside case. Apple also tests the phone to make sure all is okay.
