iPhone storage problem

Hello.
I have always been concerned about storage on my 32GB iPhone 7, but now it's gotten to the point where I can"t even download apps or take a single photo. I rely on 3rd party apps to take photos, since they allow you to take pictures even when it says iPhone Storage Full. I went into iPhone Storage and it says I have used 18.7 GB of photos. I have only 9GB of photos on my phone. Most of these photos are geotagged, so I can look at them on a map (I'm a geotag collector.) Anyways, what is using up those extra 9GB of photos? If anyone would know what I can do, that would be great because I am traveling tomorrow. Thanks.

I also can't use iCloud since I don't care for paying $3.99 a month for it, and I would like to retain the geotags in the images if any syncing takes place.

You can buy extra storage on iCloud for only 99 Cents a month, why do you need to pay $3.99? Also, when you delete photos on your iPhone, they do not get deleted right away. They are put in limbo for awhile or until you finally remove them. Could that be what's taking up the space?

United States (USD)
50GB: $0.99/month
200GB: $2.99/month
2TB: $9.99/month

Just remind me, how much does a Starbucks' coffee cost? That should put these charges in perspective.

And to emphasise our Admin's comment about deleted photos on an iDevice - when you delete a photo, it is placed in the "Recently Deleted" Album. It stays there for approximately 30 days, then self-deletes.

If you want to regain space now, go into the Recently Deleted Album, choose "Select" and you are given a choice - "Recover All" or "Delete All". You can delete all of them now and get back your 9GB of space.
