iPhone 4 Video Calls (FaceTime)

Will developers be able to create apps around the front/rear facing camera for video calls over wifi? ie. skype video chatting over wifi?

I ask this because Steve Jobs said in the keynote you can do FaceTime calling from iPhone 4 to iPhone 4.

Can anyone shed some light on this?
