Heavy iPad users and enthusiasts have been clamoring for this feature for years and finally with iOS 13 and iPadOS 13 Apple has finally relented and allowed Bluetooth mouse connection albeit via Assistive Touch in Accessibility Settings.
I have tried the instructions in the article attached with my HP Bluetooth mouse and it definitely works. I have not tried the mouse and keyboard combination as yet because my Bluetooth keyboard is on loan to a friend.
Unfortunately its not a fully committed change to the iPad/iPhone capabilities but that may come in time. To me it's a lot better than jail-breaking which has enabled mouse connection for some time.
